Well Black Cleaver seems to be a Problem on some champions, 
(and the last as a Bronzie top main) 
.
what I suggest is. that black Cleaver works off 30 Stacks instead of 6. AAs deal 3-4 stacks, Abilities deal 5-6 stacks, Damage-over-time AOE like Garen's E, Darius's Passive and MF's/Lucians Ult deal 1-2 stacks.
however this may affect Garen (though weakening the damage on his e could bring about buffs) and Jarvan
