My best bet is that Riot didn't plan to make any threads for any of the three champs and made the Sejuani thread only as a snap response to the overwhelming amount of criticism they were receiving.
Still I agree with you, there should have been a thread released for each one of them on the day they were released on the PBE.
Why? Because riot continues to arrogantly think they're always right. See previous failed reworks.

When it comes to champion design and balance
I'd love to have a dedicated place to share my thoughts on my fave, but Riot's gonna ship all of them as-is anyway because they don't really care about the feedback they get.
There are no threads because this is Riot. Their reworks are always right, we're the ones always playing the champs wrong.
They simply change them so we, mentally challenged morons, can play the champions.
Same reason why they sometimes randomly buff champions out of nowhere, just so that people will pick them up again, until the point where they do this too many times, continuously giving champs needless tiny buffs that eventually break the champion and makes it OP when it finally receives a major, needed buff.
The lead developer for Maokai uses mainly reddit so that is likely why.
I have no idea why, I guess it they don't plan this stuff anymore. For the marksmen update and assassin update I believe they had feedback threads for every champion with changes and had a jumbo thread for champions that got small changes.
Someone gots to check how many people worked on those previous updates compared to now. I think only 3 people are working on this update, one for every tank.

this is because zac and mao are both allowed to keep their indentities. mao is still the general tank and zac still has his e. sej on the other hand completely lost her initiation presence and her aoe dps.
