Can Taric have his ability to duel back now?

So much power is in that super boring ultimate that they can't really make any other changes to him sadly.
Too mana starved, and lost 2 of his 3 damage abilities. Normal top Laner should push his shit in.
How would that happen? His kit just can't handle it, he would basically need another rework.
He actually is still amazing top lane, in lane if you wanna duel your combo is going in with E, hitting your passive, then you can constantly top yourself with your heal with your passive while your heal procs your passive, if you see a jungle gank incoming activate your ult and be ready to go man because if they are both AD and you simply have Ninja Tabi and a Cloth armor you are getting a double thanks to just walling them, your e and passive having armor ratios, and your constant healing
Only play him against AD top laners, avoid Darius and Trundle Start Cloth/5 pots First back buy Tabi and another cloth First item grab IBG Your final build should look something like this

I played taric support and top constantly pre-rework.
I miss it. Not gonna lie.
I hate his ult and his new W. There, I said it.
Taric was a unique individual who preferred the company of animals, magical creatures and trees over his fellow Demacians.
When we are at it I want to point out that Taric has the lowest mana regen at lvl 1 (5 mp5) in entire game, even lower than champions that can regain mana with thier kit. Its more than 2x lower than mana regen of some other utility supports (11,5 mp5) and much lower than average 8 mp5 for supports.
At last his mana regen gain per lvl is quite nice so he ends up with really good value at lvl 18.

Im just wondering if his low early mana regen is due to his ancient passive back when he was still a Gem Knight... that returned him mana based on % of dmg he dealt.
Passive: (new) damage now scales with 2.5% bonus mana.

GIving people who build full tank the ability to duel is retarded imo....people who build full tank should not be rewarded with that.
Taric actually does a lot of damage and is hella tanky, so he should be good top lane. HOWEVER, it's his mana costs that stop him from being good. He wants to just perma combo his abilities, but that guzzles mana like nobody's business. I'm sure something could be figured out though to help with those problems, like going double Doran's Ring and Corrupting Potion
Taric is honestly just fine and it really just depends on skill and who your matched with. He has decent damage and decent sustain and even scales with armor. I actually just decided not to level my q until a few levels in honestly just because but it worked, maxing the stun first and then shield. I can't remember all of my build but I know I had

Taric really just needs mana cost reductions. His abilities are meant to be spammed. Maybe a small mana refund on his Bravado strikes against champions would do. Something to reward for you for Bravadoing properly and not standing back thinking you're a shield bot.

His kit, unfortunately is kind of tied with having 2 people. One way of fixing this would be the ability to bind a minion, giving him access to his double heal in a solo lane (as well as long range poke). His mana costs might have to be looked at, though he might be able to build for it if they balanced him as a tear user perhaps?
I could maybe see a blue build or just a "Bruiser" build .. but they would both be pretty weak. He would basically be relying on his double hit passive for false attack speed while keeping up his resistances and sustain with his Q, W, and R, as well as trying to stun his enemies to shed some of their damage ... But again, he would still be better suited as a tank than a fighter.
Side note, I actually had someone try to tell me that we lost an ARAM last night because I had the lowest damage on our team while I was playing Taric when the rest of my team were Akali, Wukong, Jinx, and Azir. We clearly needed a tank, and that was what I was building, ... explain that logic to me lol.
It would help to explain in the OP what Taric needs in order to be viable in the top lane, as well as how that would affect his support playstyle. Ideally, Taric should be able to receive buffs to his top laning that would leave his supporting mostly unaffected, or could be followed by tradeoffs that would be power-neutral in duo lanes, but if you buff him the wrong way, he might end up losing power on his primary playstyle, which isn't good for anyone.
They could give him proper hp regen and lower the mana costs a bit or maybe even give some mana back when hitting champions with passive
that would probably fix things
