PETITION N°2 BOUT SORAKA: have Q self-heal proc on cannon minions and large monsters with target CD

Here's a link to the previous petition, which got covered by the Fiora VU floods before being able to get noticed by Rito.

And here's an explanation. Soraka basically can't heal her team unless there's enemies around, or she'll be forced to back afterwards. Also, this would allow for a small comeback of solo (and jungle?) Soraka. Obviously, epic monsters shouldn't proc the heal or Drake and Baron become ridiculously easy. Also, non-champion targets would need an unreductible personal cooldown with an indicator like Skarner's or Braum's before proc'ing it again.
