Remake Caitlyn's passive and fix a problem she has at the same time

It's boring and requires little to no investment on her part to be incredibly oppressive in lane (which she'd still be quite good at even if she didn't have a passive at all just due to range). It's not an interesting passive to play around on either side.

The problem she has is that her Q becomes not really worth casting late game once a fight breaks out because it's too big of a damage loss, and having dead weight (relatively speaking) abilities late game feels super shitty.

How do you fix both at the same time? Change her passive to the following:

Arbitrary Name Passive: Caitlyn gains a stack of Arbitrary Name with each basic attack. At X stacks, the casting time and cooldown of Caitlyn's next Piltover Peacemaker are reduced by 50%. At 2*X stacks they are reduced by 100%. Caitlyn gains 2 stacks per basic attack if she is standing in brush.

This gives her the ability to double tap a target with Q (note that the second one would cast and cooldown at normal speed), but importantly she would have to spend mana to get that damage, hit with Q, and not have it lose a lot of damage from minions. You would have ways to avoid or mitigate the damage coming from her, and she would not be able to keep it up forever. Her harassment would be less potent and overbearing than "Caitlyn sometimes hits harder just because", and playing as and against her would be more engaging. Late game, her Q would no longer be dead weight outside of poking, and she could crank them out more quickly. Not quite volley speed, but fast enough to be noticeable. She's a sniper, let her use what is supposed to be her sniper shot more effectively.

I have no doubt Caitlyn players would despise this change, but tough luck.

PS To get myself even more hate, Caitlyn absolutely does not need and never should have had a dash on her W.

Her passive is like Ashe except ashe's passive is dumber.

I also find it dumb how both amumu and fiddlestick's passive revolve on reducing magic resist.

meh.. her q does constant heavy damage with bonus armor piercing. and her crits are massive with the headshot. theres nothing wrong with your idea but it seems a bit too op. seeing how q does the most damage out of her abilities not counting ace in the hole.
