The vlad buffs are kinda nice, but can we seriously give him back the 5 ms?
He's a tiny range mage and has been in the shitter since they made everything in his kit more AP-centric. I know we don't want to buff him too much because his kit has the capability to be toxic (though it's a lot better in terms of gameplay health than old vlad IMO) but giving him back his 5 ms would be a nice QoL change that he could use, especially because his blood rush from emp Q is more pathetic than sion's death surge.
