Bard has a 100% winrate in Master+

actually no he doesnt

and 99% of people cant play him

so i will carry on dodging him

100% winrate in master tier for 1 day just means he got picked 3 times and won 3 times, not that he is suddenly really good. any other day in master it tends to be all over the place.

This happens with any really low pick rate champion up in master/challenger.

Lies he is at 48% win rate at master and 2 days ago he was at 34% win rate in master

If that statistic was correct, I would say get to Master or Challenger. Then more players might consider your request.

Yes, and only 4 people out of 1000 players in Masters plays Bard.

1. 99.99% of people can't play him so you probably can't so the team is probably going go lose when you pick him.

2. They only pick him with very specific combinations of other champions picked. if you just pick him with some random team he's probably not going to be very effective.
