What Is the Identity of Dr. Mundo Now that Cho is the Super Health Tank?

Currently, Dr. Mundo's identity as the extreme Health centered Tank/Juggernaut is kind of being shared by Cho'Gath, so what makes Dr. Mundo special anymore? By today's standards, he isn't even the best character at self-healing with Swain, Zac, and Warwick all performing much better in such categories with him. Warwick's current ultimate heals him for 100% of the damage he deals with the ultimate and while he has to be DAMAGING someone for it to work, the amount of healing received during the ultimate can sometimes be borderline Dr. Mundo levels of healing along with the damage and mobility. This isn't to say this should be changed, but I feel like Dr. Mundo isn't special anymore. He's only Dr. Mundo for his character. If Dr. Mundo's character and lore weren't so lovable, he would be much less popular and played. Is there some mechanics or stat changes we could implement on Dr. Mundo to move him back into a Super Health Tank or an extreme Healing Tank? Currently he isn't the top dog in either and feels mediocre at both.
