Riot why is it tthat when I get in a Promo I am always matched with HORRIBLE players on my team?

EVERY time I get to 100 LP

It is ONLY luck that we will win a match because for some reason riot thinks it cool to put me with a Jungler who at 15m is 0/4 or a mid or top or bot

Then they start to blame everyone else and then feed even more. By the time we hit 20m they are at 8+ deaths.

IF I move up and have 0 LP then I get good players.

WTF Riot?
