Scrap Shield (W):
AP ratio increased to 50% from 40%.
Shield strength increased to 100/130/160/190/220 from 80/110/140/170/200.
The Equalizer (R):
AP ratio increased to 35% from 30%.
Damage per second increased to 140/210/280 from 130/185/240.

Idk what you are talking about rumble has been out of the spotlight for quite some time now. He hasn't even been one of those low play rate high win rate champs like Aurelion Sol.
If a champ can't keep up with damage creep, clearly the right thing to do is to add more damage. /s

I used to avoid him like the plague. I didn't play him for years. I played him for the first time in like a year last month and got a Penta! I was and still am surprised. He's very, viable right now LOL. Cause I suck, and if I can get a Penta with a Champ, then usually most people can. LOL
