In the two spaces, you can take

20% increased damage to jungle creeps 10% increased AD 15% increased AP 20% increased health 10% tenacity 10% CDR 10% increased speed 10% increased mana and health regen 10% increased tower damage

what happens?

Champions with any form of mobility (especially ones with flash-like abilities) become fotm instantly.

maybe, but even they have to be careful, as say if they are losing in lane but then turn around a fight, they have no extra flash for disengage/securing a kill

if anything, you might see more cohesion in ranked around protecting your adc/mage, or the death of the premanent adc class in substitute of melee adcs or other champs.

it would definitely shake things up

Not as careful as champions lacking mobility. You have an escape/chase ability, they don't. Fight goes bad? See ya. They try to run away? No you don't.

This idea of yours means that almost the entire item list would have to be reworked, because of current stat caps. Like 40% CRD. Champs like Azir who are completely dependant on it for damage would start out with 15% and actually force them to take some less useful items they'd only get partial benefit from because their abilities wouldn't proc the passives.

Honestly Summoner spells are fine.

Azir would take the ap. I would say he would also consider the tower damage but no one would consider that. Why increase tower damage when you can increase the start with which to damage towers by the same amount?

This idea is still fundamentally flawed. Like someone mentioned before, champions who need to flash out of a bad spot would become targets, and wouldn't get picked any more, making probably even more champions less viable than some people already see a good number of them.

Your answer of playing smarter just won't cut it when you have some champions that require you to be stationary a lot, or are excessively slow out the gate. Champions like Miss Fortune's who's ultimate ends if you try and move, or corki, who is possibly slower than even Alistar, and is fairly stationary when using his Q and R. Yeah he can peel away with his W, but fact is, he's still RIDICULOUSLY slow, and with so many champs that have speed boosts, like Yi, Warwick, Skarner, Volibear, or dashes like Lucian, Ahri, Diana, you get the idea, he'd be easy prey. His ability to peel and flash at present are one of the reasons he survives so well, and Miss Fortune can close a gap to do serious damage to a team with her ult, or peel back so she can use it safely, without having to worry about breaking it early.

Why are you responding to me? I was not stating support for the rework.
