Trading hextech aquired skin cards??

I don't see why we cant do this. Why not have different skin tiers from basic to legendary and you can only trade a skin for another that's the same tier for example dragon tamer Tristana for project Sion. Like right now i have TPA orianna but i dont play orianna or even own her so it would be nice if i could trade that skin card for a SKT T1 Jax skin card assuming there in the same skin tier. And then limit how often we can trade like twice a week or something idk.
