Since when does Udyr scale?
His late game is and always has been atrocious, basically reduced to bear slapping whatever he can make contact with while being melted by carries during team fights, which is why the split pushing strategy is so prevalent.
Who even makes these balance decisions?

He'll still survive easily, but these changes accomplish nothing. Many jungles can solo him, those that can't still won't be able to, and he's fairly restricted by mana early on.

To be fair Warrior Udyr is misery to play against too when in the late game one tiger auto with the DoT does half of a squishies life
