It's certainly a fun item. The active feels really good to use, the build path is comfortable. Personally I think nerfing both the cost and the %health was too much. Either the cost or current health dmg should be reverted. That's all the nerf it needed imo.
MunchCrunchLunch1 voteshonestly botrk is now mostly used by bruisers that build devoure in the jungle. its not a bad item. but i feel like its extremely inefficient now. its nerfed and it costs way too much. i might start buying bloodthirster instead. or ravenous hydra on jax. i dont get the point of the passive when i literally melt everyone as jax with 3-4 hits and tanks don't even stand a chance. basically on average you're doing 3% of the targets max health. as damage. if u duel them at full heallth. does that sound like a lot to you. I'd take 75 AD over it. burst smaller champs more. and hell. why even build bloodthirster. straight armor penetration would give you a consistent damage and is more than what botrk does. i wish botrk was just max health % damage for the 6%. or at least make it cost like 2800-3k
