Explaination?
Is "chaotic"(but not "chaos" lol) banned by the fascist Chinese government because they think it'll invoke the seed of rebellion in its people?
That's the only explanation I can come up with. Government regulation in another region.

You're being completely unreasonable. You should put more effort into improving the game by finding bugs, like why searching for the "Uncle Ryze" skin sometimes turns up "Capitalist Pigdog Ryze".
