Would this be a good change? I feel like forcing him to ult on top of an ally adds too much counterplay to this ability. But if we allowed him to ult anywhere he wants (as long as he's in range) it would make him much more useful.

No it wouldn't. Galio has no burst, and unlike Pantheon and Twisted fate, you can actually dodge most of his abilities.

No it's not. Pantheon can burst you AND slow you at the same time. Twisted fate can burst you immediately after using his global ult. All Galio does is cc you and offers a small amount of damage reduction for 1 person. But the damage reduction is pointless because all you have to do is walk away from him and his ult is easily avoided.
