She has a problem, as Riot has stated(high cooldowns on basic abilities) so they took the already borderline nonexistent cooldown of her ult and tacked a reset on it instead of addressing the problem itself. I feel like once they actually do, people are going to look at her and say "Why the fuck does her ult have a reset tacked on?".

The thing that prevents Lux's basic abilities from having a lower cooldown is the fact that both her offensive abilities have major utility on them. Her Q is a two-target root skillshot. Her E is a zone control tool (slows in a fairly sizeable AoE for up to 5 seconds) and also fairly reliable to hit, as it can instantly be detonated on arrival and has, again, a fairly good size.
