SATED DEVOURER, and how we can fix it

TL;DR Slightly reduce the attack speed of the INITIAL PURCHASE Devourer Reduce on-hit magic damage of the SATED Devourer Make Devourer MELEE ONLY

It's too strong once finished. I feel like the magic damage on-hit should not be so high after it's completed. All the champions that build Devourer have on-hits in their kit or build BotRK or Hydra, and that alone gives SO much damage. They don't need additional magic damage on top of that, making it even harder to itemize against champions like Yi and Shyvana.

I also think it is slightly too strong before it's finished too. The attack speed really helps any champs with on-hits in their kit, like Yi and Warwick, and they can duel people as soon as they even get the item. They don't even need to sate it to do lots of damage.

I kind of like how it stacks though. I find that the amount of time it takes to stack it is fair, and it rewards Dragon control and Scuttle control too, and I like that.

However, ranged champions with it are broken. If Vayne gets the item and can stack it by the time she gets BotRK, IE and PD, then she is unstoppable. She doesn't need to stack it early, since she's not going for early damage. She can take a few Dragons and Scuttles and a few camps and get a few kills and stack it by 30 minutes, where she has all her items and can shine. Kayle is also ridiculous. She can hold entire enemy teams in their spawn by herself with Devourer.

So here are my proposed nerfs to this item:

(1) Slightly REDUCE THE INITIAL ATTACK SPEED of the on-purchase Devourer (Sated Devourer would stay the same, so when you were Sated, you'd get the current attack speed).

(2) Sated Devourer would have REDUCED ON-HIT MAGIC DAMAGE. Right now, I believe purchase Devourer is 30, and Sated Devourer is at 60. Sated Devourer basically triples purchase Devourer though, since every other hit is going to double the on-hits and deal 120 magic damage, and 60+120=180 magic damage every 2 auto attacks, instead of the initial 60 every 2 autos on purchase Devourer. This is too much of a power spike.

(3) Make the item MELEE ONLY. Vayne and Kayle are way too broken with this item, since they're so hard to catch. To do as much damage as Sated Devourer does, you should have to risk getting into someone's face, instead of being able to kite them.

Kayle is melee.

When she uses her E, she is classified as a ranged champion. When she isn't, she is classified as melee.

Try this out in a bot game. Buy Tiamat on Kayle. Use it while melee. Then activate E, and try to use it. It will proc on her normal attacks, but not her ranged ones.

Kayle is melee.

So she only gets the ability bonus when her attacks are done in her melee range. Activating Righteous Glory disables the SD passive.

I don't have a problem with the new sated devour as it does have significant counterplay but if I were to nerf it I would nerf dragon stacks down to 3 rift scuttled down to 1.

Think about this though. How many times have you had an enemy Master Yi come and gank and he absolutely destroys your face, despite him being a level behind you and only having the normal Devourer that isn't even Sated? It just shows how powerful this item is early game as well as late game.

Speaking of late game, does it really need all that magic damage? They are already destroying with on-hits in their kit. Do they really need more?
