ZAC GOT NERFED (unintentionally?) along with his 5.18 BUGFIX!

EDIT: Looks like someone from Riot is fixing this for patch 5.19, according to Surrender at 20.

So they apparently did a bugfix this patch to do with Zac's E, his Elastic Slingshot, something to do with showing the correct range when charging the spell.

However, the MINIMUM RANGE HAS BEEN UNINTENTIONALLY NERFED, now when you just tap the spell and don't charge it, you fly forwards quite a bit, and it takes longer for you to land.

Why does this matter? Well, you USED to be able to tap E and almost instantly create an AOE knockup around you. Now, you can actually fly over a person's head when you are point blank and gain some range it means my CC isn't as fast, and it since it takes longer for me to CC a target, I might not be able to CC that assassin that just jumped onto my ADC in time.

If I just tap the button, I don't want distance and delay, I want point blank instant CC. If I charge it, then I want range and engage. This is the tradeoff.
