You nerfed Vayne by 5 AD like half a year ago because she was BROKEN AS FUCK. Then you go and buff her again and wonder what the fuck is going to happen. It offers AP, HP, CDR, and significant burst. That's without considering the small displacement.
The item's concept is just over-loaded. The champion using it doesn't matter because the displacement isn't why its broken. Its the burst damage it adds.
