Shyvana's passive giving bonus dragon rewards gives her kit a great niche and added complexity

I really like this change and hope it goes through. I know some Shyvana mains are worried that it will make her too feast or famine depending on your dragon control for the game but I feel she has been a somewhat "Safe" champ over the years (even if things were going bad you could power farm and not fall too far behind) and this will raise her ceiling while also lowering her floor. Plus, it answers the question as to why somebody would pick Shyvana over other junglers by giving her a clear strategy of controlling that objective.

I think these changes (with the ultimate buffs) are going to be healthy buffs and put her back in a good spot without making her into the devourer monster from last season.
