Why the hell is Rumble so trash all of the sudden?

I just played Rumble last game. What the hell is the reasoning behind the 10 second Q cooldown early and the 10 tick every second instead of 5? Is he getting any fixes next patch? He doesn't even have a good keystone right now.

He'll get higher when popular champions like Yasuo, Riven & etc gets nerfed.

I hate Rumble sorry. I hope he gets a huge nerf, probably a 500 second cool-down on that flamethrower. It's aids to play against as melee.
