Does talon fall off late still

My favorite assasin is talon. First assasin I was good with. I played him when riot made ap items more expensive with rabbadons the most expensive item in the game at 3800 and still to this day as far as im concerned. I also used brand as my main but if he got banned, I would go talon. If talking wasn't ad I would've played him more. Anyways, talon got some huge indirect buffs like duskblade and the lethality changes. I remember him not scaling after the rework and the ADC sucks 2017 meme. Anyways does he fall off late or is he still relevant.

He doesn't have a late.

Yeah he falls off cause you cant assassinate adcs late game because theres so many things (braindead support point and click shields and other bs) that cockblocks you from doing the job of an assassin.

Luckily if I make kill the ADC 3 or more times and they don't get a kill, they will be completely useless.its not like pantheon where I don't have that option because it's on the other side of the map and the ult can't go all the way to bot from top. You need to walk quite a distance.
