Broken is a champion that players feel they have to ban to have a chance of winning. It could be possible for say... Garen to be broken if his base stats were pushed up so high that he could no be handled except by specific counter-picks.

Unfun and toxic champions are very similar but unfun could mean someone like Annie who is very simple, straightforward and boring (to some, including me) to play. Yet they can have an intense following and should likely not be reworked because they are not particularly a problem.

But if you mean unfun or toxic to play against, they are generally going to be similar. Toxic would be someone like Akali. Not particularly good anymore, but just last patch was pick/ban in pro games because she was too powerful. At the same time though, she is horribly unfun to play against because you are not allowed to play the game. She has too many dashes, high enough damage to kill anyone if played properly, a shroud that even hid from turrets, allowing her to hit you under turret without retaliation, and even if you did poke her down some, she would heal almost instantly. She also has no mana meaning basically infinite sustain. She was recently nerfed so less of a problem simply because she is too weak.

Yasuo, LeBlanc, Zed, Ekko, Talon, Brand, Lux, maybe even Blitzcrank and Pyke, Yorick, and a lot of others can be considered toxic because their kits are inherently frustrating for most players to play against. Some of these actually fit both broken and toxic, which is where things really become a problem.

A good example is Zed. If the burst in the game was less, he would not be particularly broken. However, at current, he can throw out a shadow beside you, hit buttons with zero skill or effort, pick up several CS while shredding your life by 40%. If you mis-step, he can almost immediately just kill you, all while being very safe. If you back up or try to punish this, he simply backs off until his skills recover because he has no mana and energy recovers quickly. Zed is one of the "more balanced" assassins and is still not fun for most people to play against.

LeBlanc, however, can dash over a wall and insta-kill you from out of vision without any form of counter play and then return to her starting location and walk off in complete safety. This is both toxic and horribly broken. Examples of this happening to pro players can be seen at World's 2018, proving that there is no real defense against this and humans simply do not have the reflexes required to respond to her if played properly. Too much damage is simply bad for the game. Too much safety with the same damage is worse.

Yasuo's post 83% pick/ban rate is proof of how much of a problem he is. Easily the most toxic champion for the game, even when he is actually weak, he is hated with a passion and loved by the opposite side of things. Getting free wins from him, especially for new players, is a serious problem. His kit is designed to make you feel invincible, which causes the mains to generally be very toxic, overly aggressive and almost constantly being toxic in game. Riot seems to enjoy this aspect of the game, despite punishing other players for doing the same things. His kit being so overloaded also tends to cause a lot of people to feed, thus the meme of how 0/7 Yasuo powerspike exists.

Blitzcrank only has to land 1 Q. You can dodge 15-20 of them per Q landed but it is a safe ability that is hard to punish when it is down, if the duo plays properly. But one landed Q with a high enough damage ADC (Draven for example) means you are dead. It causes extreme snowballing and teammates yelling at each other for "getting caught" even if Blitzcrank misses 95% of their hooks.

Pyke is similar: Press R X times, get X kills. All with dashes, invisibility, nigh-immunity to poke, CC, and high damage.

Some of the champions I list are not really even a true problem but they /feel/ like they are to a lot of players.

broken = exceling in all elos with big win/pick/ban rate IMO (e.g. Yasuo Thresh Karthus ) unfun, toxic = just personal thing, opinion based

Broken: any champ incredibly hard to balance, and are typically in an overpowered state or underpowered state (Zed Yasuo Gnar TahmKench) Unfun: Any champ opponent that is more likely to make you miserable by snowball, cheese, or other (Shaco Blitzcrank Illaoi Nasus) Toxic: monstrously annoying, no matter how powerful they are in a given meta (Teemo Singed, puns intended, Brand)

She has that yasuo effect where if she is behind she can easily tele bot get a double for some reason (pings ? To indicate it) then be somehow ahead of despite oppressing her all game.

Nasus and Veigar could do that, too.

Broken - A champion or mechanic with little to no counterplay. This term is more of a universal one meaning a broken champions is broken for all of the league community as a whole or maybe a certain elo. Many in bronze would agree that master yi is broken. Point and click true damage can't be slowed etc.

Unfun - A champion or mechanic that is really boring or uninteractive to play against. This is on a personal level. A champion that i find unfun someone else might not have an issue with. An example is tryndamere. All he does is split push, then presses R to not die. He isn't necessarily broken or op just boring to face because I will be top all game trying to stop him from knocking down every tower.

Toxic - A champion or mechanic that the entire design or person's choice to choose is just to piss people off. This term could be on both a personal level or a universal one. An example could be teemo. His entire kit is just super annoying to play around especially when getting counter picked by him. A blind that blocks Auto attacks, A MS ability so he can kite, DOT poison, and Mushrooms everywhere.
