Ability to create our own game modes?

After playing Overwatch and fortnie and being able to create your own game mode. It got me thinking of the things you could do if league created that. A couple of examples:

100% cdr urf Dodge the ashe ult Finding teemo 5v30 AI (10 bots top/mid/bottom) If I see you move you die 1 hit 1 kill party

and these are only a few i can think off on the top of my head

These could be hosted on a users computer rather than riots to save them resources for normal game modes. Although this would require a creative tool to be created in order to create a gamemode.

If im honest i think this will bring a bit more fun and creativity into the game.
