Allow people to join Practise Tool games

There are two benefits to this:

1, Allowing multiple users into 1 Practise tool game helps people train on a champion since bots are well... stupid.

2, It can be a fun game mode that you and a couple of friends can enjoy, you can create many different games with practise tool, like dodge the Ashe ult, finding teemo or even 100% urf

All in all I dont see why Practise Tool isnt like a custom game, its fun to mess about and people will still want to play competitively and play normals. [slayer-jinx-wink]
