Why is the ADC jungle item weaker on ranged champions?

There's literally 3 ranged champions that might be a problem with the 2nd hit passive after the other (deserved) nerfs to the item: Kindred, Vayne and Kayle. Vayne just needs a nerf in her silver bolts and she'll be ok, and also will finally maybe be allowed to apply them with Runaan's. Kayle got buffed in her on hit and nerfed in her AD. Why not just reverting both? This way she'll have less trouble in other roles, have less trouble in early clears, and won't be OP with devourer. Kindred got released afterwards. They could just have been power budgeted differently in the first place, bearing in mind old devourer.

Those 3 are also the only 3 ranged champions that ever consistently jungled last season. They're not going to nerf them all individually for a class that doesn't exist. There was a lot of thought that devourer for melees needed that nerf too at the time, because it was by far the strongest jungle item. Now that warrior got a buff and games end earlier it's kinda meh.

But Vayne is too strong in the first place and Silver Bolts are one of the most frustrating parts of her kit, so why not? Kayle is having trouble everywhere else due to the low AD and even in the jungle she doesn't get a good clear and gets sated after the average sated champion which is too late in the first place and she should even get less from it because she's ranged? Please. Kindred could have just been designed differetly thinking about old devourer.

They're nerfing health scaling tanks before they nerf vayne. We'll see how she fares after that.

Kayle's winrate is above 50% in all 3 roles. Her mains clearly are not struggling that much. She's definitely not the best at anything, but with an ultimate with as much power as hers that's to be expected.
