Why did Frost Queen get Twin Shadows active?

It seems incredibly punishing if you don't complete this item first, or if you're not even building it. Bot lane is 99% of the time 2 people, and you're always in range of the ghosts. It's automatic engage or disengage. Old Frost Queen at least required some more thought than "press button when fight/chase/running/doing anything"

I just don't understand why Riot would allow this particular active to come into bot-lane. Or any lane for that matter, before laning phase breaks. The active seems balanced around wider areas of play, scouting, and things of that nature.

Because the old FQC active sucked, which was a common complain about the item, and people didn't build TS much (most likely due to the build path), and the 2 actives essentially served the same purpose (one just sucked at it).
