They take note of all summoner spells and most ultimates.
the boards think that ignite is the strongest summoner in the game so this shit happens where teleport takes over the meta and we're supposed to ignore it.
Imagine good players being able to track timers being down to the agency of the ability.
TP doesn't have as much agency in soloq as it does in competitive. Anyone with more than 5 brain cells can understand this. TP doesn't affect soloq at all.
