It's not on-demand. She needs to get a kill or assist on an enemy champion or structure.

1. The MS boost decays quickly
2. It isn't on-demand mobility
3. Her CC is delayed and telegraphed

Right, so she's balanced as long as she hasn't killed you already.

She shouldn't be able to kill you since she's balanced... so she shouldn't get her passive to go off...

BTW, mobility is just as important in laning phase as ADC is one of the hardest snowballing roles (so get your adc a lead and they'll win lane pretty easily) and mobility is really important in surviving ganks. In late game (where teamfights will actually let her passive proc) you're diving the back line and targetting her first anyways - so again, if you play it right she should die before her passive goes off. If she kills you first and gets her passive, again, she beat you before she became imbalanced.

Yeah that ms steroid can be used at all times at her own leaisure. She IS balanced. In soloq assasains are great so what stops you from picking an assasain / dive comp and fuck her over. There's pretty much nothing you can do as jinx against vi, malph, zed, talon, lb, etcetcetcetcwetc

Immobility would balance her if she didn't have like 9001 range lol

Jinx is almost unkillable when she's in a team of at least 2-3 people who know what they're doing

Can that MS let her jump over a wall? Nope. Can Jinx access that MS on demand? No.
