Give Ekko passive an indicator on the enemy

Give Ekko passive a similar indicator like Udyr and Yasuo's, so the enemy will know how much time they have before Ekko can apply passive again and they can trade advantageously in the diration. Ekko will also know when it is time to take aggression(when the passive can be reapplied).

just a little QOL change
