Both champions have similar Q and E, and vastly different ultimates. Ahri is almost always glass cannon / squishy, while Swain can go ROA and still be on equal footing in damage. Swain gets stronger the bigger the team fight; his snare and Q do AOE, on top of his Ult. Ahri is supposed to be the same way, but her kit just feels very lack luster. And if good players are surrounding the guy charmed.. you're forced to ult away.

Shes a Mobility Mage Assassin
He is a Tanky Sustain Mage
She does more damage in a shorter amount of time, he needs to rack up his numbers throughout a teamfight.
Swain will in theory, out poke ahri, because thats his kit. Sustained poke. Ahri's isnt, Ahri's is go in and pick someone and leave in the nick-o-time.

Ahri isn't supposed to be similar to Swain, both are on the opposite side of the spectrum as far as Mages go. Ahri is fast and fragile, Swain is slow and durable.
This also tends to lead Ahri in the direction that she's much better in a pre-fight, post-fight, skirmishing, and picking off targets where Swain is better in team-fights.
Both play quite differently, and bring something very different to a team.
I do wish Riot made the differences between champions more clear, but these 2 mages don't share a whole lot in common.
