... if every champion started with all his basic abilities (q,w,e) making it possible to upgrade them 5 times (instead of 4)? Would league be VERY different from now? Would it change laning much? Would some champs be broken this way? Would there be more teamfights? Would that be way worse than it is now?

As for jungle, you'd just have better sustain because with champions like Irelia and Yi, they'd automaticaly be able to heal up after first camp or finish them faster using other bonuses.
