The game being sped up is just a side-effect of the mode, no? As far as I know Riot doesn't do anything to make the games go faster.

For one thing Baron spawns faster and attack speed is globally buffed. ADC's and other physical champs can go gangbusters early while some mages that need to scale get left behind.
