With the item she was reworked around removed, Ashe is pretty awful to play. Can we fix that?

I have two methods to fix this! One doesnt change much, the other is a rework of her passive and Q.

The first one is to uncap Ashe's passive damage scaling and allow item 3095 to override her passive. This change will let Ashe compete with her peers again, while giving her a unique advantage of not wasting stats when buying IE and two crit items.

The second one, the rework of her passive and Q; Passive; Flurry; 1.5 seconds after damaging an enemy champion gain 20%+ 5% per level bonus attack speed for 3 seconds. Attacking an enemy champion increases the duration to 6 seconds.

Q: Frost shot; Toggle; While toggled on Ashe's basic attacks apply _ frost_ and cannot critically strike. frost slows enemy champions by 20/25/30/35/40% for 1 second and costs 25 mana per basic attack. While toggled off Ashe gains stacks of Frost shot at a rate of 10 per second while not basic attacking. At 100 stacks Ashe's next basic attack deals an additional 50/60/70/80/90( +1% per 1% critical strike chance) bonus physical damage. This bonus damage can critically strike and restores 54/68/72/86/100 mana

She just wants the scaling the old IE provided to her passive back, since without it she scales kinda badly despite being a straight auto-reliant ADC (a class that's supposed to scale hard by design).

E: Hawkshot

NEW Passive: Frost Shot's bonus Physical Damage is increased by 10 / 20 / 30 / 40 / 50%.

Since Hawkshot's usually maxed last anyway, this just gives her back some punch when she scales.

Either that or just make the non-crit based part of the scaling (the initial 10% AD) scale with Ashe's level. That would also let her use non-crit builds better. (I really wish ER/BC was a viable build on her. It sounds fun.)

That would also be an acceptable change for the late game, sure. It wouldnt help her in the early game where a marksman needs to shine though.
