What does the party reward multiplier multiply by?

So, I've played a bunch of games with parties of 3 and 5, and so far this has been incredibly disappointing. I've gotten from 0 bonus IP to a maximum of 40 so far, it just seems to barely effect your IP gain at all. So what does it multiply by then? What is this 6x multiplier multiplying by? Because it seems that it is something incredibly tiny.

6*a random number which probably ranges from 1 to like 200

I thought it was multiplying what you got in game by UP TO 6x, randomly chosen e.g. if you got 80IP from the game and 16IP from party then you got a 1.2x multiplier. When they say "hit the jackpot" they mean a higher multiplier was randomly chosen Multiplier is chosen randomly, but not with every number having the same chance, presumably skewed towards lower numbers.
