It makes her laning phase way too safe for a "vweak early game champion." She can win the game off of rng if she gets skill points from klepto procs. They need to make it so she actually needs level 16 to unlock her final form.

much rather if they flat out remove it, riven, kennen, ez, kayle all take a horrid rune to broken levels.

Who needs to last hit when you can just get 1k gold from this rune whilst also permanently harassing your lane opponent.

It's one of the reasons why top lane tanks are bad, the enemy can just go ranged with klepto and just farm gold off of your existence while also getting cs lead, meaning you will be even more behind. Riot had no idea how abusive double proc klepto will be in ranged vs melee matchups.

Romans VI XXIII1 votesShe hardly "abuses" it. Yes it's nice RNG for her IF she gets a skill point. But she can not proc it very well. Yes E makes it easy to proc, but its 1 AA that drains her mana early and does poor damage if she is using it to proc klepto.
Hardly her strongest rune, and dont think she needs to be change for it.
Whether klepto should be in league is a different point entirely tho.
RenownedWheat421 votesHer E is not nearly as reliable as Ezreal Q even if it's targeted. Getting her final upgrade at 15 instead of 16 also is not game breaking, and it hardly makes up for her bad lane.
