I will not miss The Brutalizer
itself is a very good item. Due to its stats, it gives an enormous powerspike early game for any AD champion.
However, since they changed it so that it no longer builds into 
, I don't rush it for any champion, except AD junglers, and 
and 
(because they have 
as their core items). Even though rushing it may be useful, you are wasting gold and delaying your build since you have to sell it later.
For example, on 
and 
(yes, I still use lane Kha'Zix) I build 
first. Then, I build 
and finish it into The Black Cleaver. Then I see which items I need the most and build them. Rushing Tiamat may not give as much of a big powerspike due to lacking in armor penetration; but it rushes into way more useful items. I actually think that The Black Cleaver is way more useful now that it gives higher CDR.
Rushing The Brutalizer is like rushing 
for AP champions. The magic penetration and AP is very useful and is an enormous powerspike for any AP champion. However, unless you are using a DoT champion like 
or 
or 
, this item will be a waste and you have to sell it later. Why? Because its only upgrade has a passive that is good only on DoT champions. This is unfortunate because Haunting Guise could theorically be a very good rush for the likes of 
and 
.
Unless your champion is an AD jungler or uses Youmuu's Ghostblade, The Brutalizer is not worth. As such, I will not miss it.
