idea: giving Perseverance Defensive Mastery extra regen out of combat

Inspired from warmog's new passive. I think this would help especially for tank junglers who dont have sustain. Getting lifesteal first item on champions like shyvana sets you back early game against the likes of rengar khazix who can go full DMG and still sustain the jungle.

Remember when perserverence first came out. That was a good mastery that made the defense tree worth while. If it could harken back to that amount of regen out of combat It'll give tanks a bit of needed love.
