At worst, he will be deemed weak at release, but he is probably going to be broken as shit either way.

Y'now, the only real major problem that I find with his reworked hit right now is that his W stops him from going solo lanes.
Just... why? Just make his W work differently when solo, like allowing for him to do the burst damage thing instantly if he casts it on himself.
He will be terribly un-fun to play against and most likely negate some champions in particular with a harder counter than anything you can imagine.

he's not really that overloaded
Other than W's passive that exists solely to make him go "ooh, bot lane sounds nice" he's just damage on top of more damage on top of a shield passive
he's alright on PBE with the exception of W and his base MS
conceptually, it's a failure no matter what. forcing a champ into a totally different playstyle that might or might not work when there are other champions that already do that exact same thing better is a failure on launch. pieces of jet engine and debris everywhere. very messy.
