Have chests always had a chance of just containing a champion shard?

Trust me I've been getting champion shards for my last 8 chests!

Yes. There's a 25% chance to receive a champion shard and has been that way since the beginning. In season 8 they made a change. Now it's always a 4800+ BE champion shard, but before anything was possible (even only one 450 BE champion shard).
