Lucian's buff only enforces why he's problematic when he's strong.

The problem with Lucian, when he's very strong, is he's simply too fluid and mobile for anyone to do about.
You know what I'm talking about. WE AA Q AA E AA Q AA E is a combo for him when he's chasing. You know how long that takes to pull off? Less than 10 seconds. Easily.
I'm all for buffing Lucian so that he can be the lane bully Riot wants him to be, but this combined with lowering his dash to 0 mana are buffs that are much more beneficial about 20 minutes into the game than ~5-6 minutes in.
You do realize he is trash mode right now right?
Yes because Riot got tired of him dashing everywhere and shitting on everything. Now that's exactly what they're buffing.
