Can we buff sona's ult cd?

It's too long for such a shorter paced game, should be 100 seconds flat at all ranks. Also probably some other champions need a slightly shorter ult cd like karthus.

Why would we buff a champ that doesn't need buffs?

She does need a tiny bit if help right now, but her ult cd isn't the place to do it

I mean...sure, we'd be justified in doing so, but why would we do so?
