heimerdinger is clearly the problem in this meta, haven't you seen the heimerdinger pick/ban in comp games and high elo solo queue?

Heimer is kept as a problem because it counters meta. He's effective against headless charging and assassins' trying to do what assassins' do. Heimer is in my opinion one of the only viable non mobile squishies in this meta. But becuase Riot likes the meta (A bit too much) everything that works against the meta is nerfed.
Problem? No. Overpowered? No. Cancer? Yes. Even more so now with stopwatch. He just needs a straight rework.
