this passive is best at lvl 1, after that youl be lucky to get shields of 50 on a 90 second CD and there's no point specializing in mana builds due to the long CD. at least make it scale off maximum mana or lower the CD as the game goes on.
other champs have 800 shields every 6 seconds lmao, blitzcrank gets 50 every 90 seconds.

The problem is, blitz doesn't really need all of this, like thresh, he doesn't really go in and become a huge threat if he dives the backline. All the shields is just a bonus
