That's what they're fixing as I understand it. For some reason their voices only seem to go away if you mute the master volume. And allies can't have their champs muted traditionally. It only takes out their chat, not their champs lines so you have to put up with a laugh spamming ally the whole match if you want to hear your champ.

Ok then fix the bugs?
Because 99% of emote spam is literally just your character in one spot and their animation might disjoint their model from hitbox but you aren't moving other than your emote animation. That has literally 0 gameplay impact. Though this is under the assumption that emote spam is just turned off on most champs.

But there's never a good reason to emote spam.
