When did exhaust fall out of style???

Recently I've seen a lot of supports take summoner 14 instead of summoner 3. Why is this?

I mean exhaust is great in lane for shutting down the other ADC or if their jungler ganks. And late game it can be used as additional peel

So why are so many supports taking Ignite????

More players are taking tankier champs (they already have good peel) and ignite makes up for the damage they don't have.

Exhaust: I want to to stop the enemy Marksman from killing mine, or me. Ignite: I want to murder the enemy Marksman.

I think Exhaust fell out of style sometime around 2017, when Riot fucking dies the death it deserves. I saw it in use plenty recently.
