She immobilizes herself when she ults.

You don't have to cc her, you just have to cancel her ult and keep her away from low health people by threatening to cc. Her new build is tanker than usual but also slower damage, so it comes down to holding abilities as needed and taking initiative in fights to force her to make a decision of in or out.

and how do you lane against that if you're a skillshot reliant champ

Early on her e doesn't full reset from 1 dagger, which gives good options. Her damage is also super conditional. First, you deny her from hitting you, then you can hit at her. You can also hard bait by letting her jump to a dagger you're in range of, and blowing her up while jump is on cd. Her damage is really low early, even with electrocute you're only looking at 30% of your hp a trade. With conq it's less (but don't extend trades). Most skillshot champs out trade that, but you have to decide the terms of the trade, then let her make the mistake.

That's not to say you're out of control, waiting for her to make one. Kat doesn't cs well and cannot wave control beyond a slow shove. Use wave manipulation to force her to use abilities! The only single target button she has to cs without pushing is e, and when that's used you've got time to punish. If she q or w's then let the wave shove in and get her in a weak spot where she can't step up to your tower to cs.

Early on it still has a 3ish sec cd, I think she's gotta put 4ish levels into e before it's effectively full. And if she maxes e before q that's missing out on damage/wave control
