You know damn well Rengar is still broken at low elo to. You might not see him as often because all the FOTM junglers moved on to Graves, but Rengar mains still know exactly what I'm talking about.

Riot tries to balance for both pro and low elo. This is why the game is such a mess. You literally can not keep every level of play balanced at the same time.
