Dear Riot is it true last whisper has become a component?

All of you guys seem to missed this out but this one is huge. I play a lot of khazix matches and when I buy this item no one dares walk on their own. This item is arguably one of the strongest in this game which makes not only marksmen but assassins viable. Riot could you tell us what has become of this item? Has it become a marksman exclusive? Is there build paths that direct to a assassin varient? Does it still have 30 percent armor pen? Im dead curious!

They also reworked its armor pen. Bonus Armor, not total armor.

Rephrase, it's far less efficient on Assassins like Kha'Zix. Pretty sure it won't be a problem in that way.

Errr...could you lecture me how it is not efficient? My head hurts

It would mean that the item would not augment the damage you do to squishies, which is what the mass majority of Assassins focus on.
